Ron DeSantis' campaign is announcing the completion of a longtime campaign pledge Saturday: touring all of Iowa's 99 counties, a milestone for a campaign that has devoted significant resources to the first-in-the-nation contest. On paper, DeSantis has made significant strides in running a traditionally successful Iowa campaign, racking up influential endorsements and dedicating significant time, personnel and financial resources to the state. And while the DeSantis campaign, with significant super PAC help, has stayed focused on Iowa, it remains unclear just what the traditional Iowa playbook counts for in this unusual modern campaign against Trump. "Winning an Iowa caucus requires a strong combination of outworking and out-organizing the competition and that's been the Ron DeSantis model. Inside the sprint to the caucusesStill, the DeSantis playbook in Iowa hardly stops at the "Full Grassley."

The Biden administration is proposing new restrictions that would require the removal of virtually all lead water pipes across the country in an effort to prevent another public health catastrophe like the one that came to define Flint, Mich. The proposal on Thursday from the Environmental Protection Agency would impose the strictest limits on lead in drinking water since federal standards were first set 30 years ago. “This is the strongest lead rule that the nation has ever seen,” Radhika Fox, the E.P.A.’s assistant administrator for water, said in an interview. “This is historic progress.”Digging up and replacing lead pipes from coast to coast is no small undertaking. estimates the price at $20 billion to $30 billion over the course of a decade.

Still, analysts say, electric vehicle sales are projected to jump sharply under the right conditions. Administration officials must speed the deployment of charging stations meant to ease the logistics of owning and driving an electric vehicle. Mr. Biden is trying to jump-start the electric vehicle market as the global transition to cleaner fuels is accelerating more quickly than expected. The administration’s policies to boost electric vehicles aren’t just aimed at climate change. Without an American supply chain, electric vehicles can’t qualify for the full $7,500 consumer tax credit the law created.

By the 1860s, as Davenport writes, “many of the city’s boardinghouses, hotels and businesses sat on dozens of unstable city blocks atop ‘fill’ or ‘made’ land,” as did the water systems meant to protect them from fire. “It was inevitable,” Davenport says, that “another ‘big’ one would strike the Bay.”On April 18, 1906, at around 5:12 a.m., it happened. An earthquake later estimated at 8.3 on the Richter scale convulsed the region, its epicenter some two miles out to sea. When it made landfall, as one resident claimed, it “was like the waves of the ocean”: The ground leaped and buckled; bedroom walls fell on sleeping occupants; facades fell off their frames and into the street. The worst was yet to come, however, as four days of fire ravaged the city, scorching a combined 500 blocks and leaving a quarter-million homeless.

Gavin Newsom, the California governor, packed his bags and his ambition Monday and flew to Chinese provinces on a weeklong mission to negotiate climate agreements. Last month, he was the only American invited to address the United Nations about climate change, where he excoriated the fossil fuel industry for what he called its decades of “deceit and denial.”He has signed a raft of laws and regulations to speed the nation’s most populous state away from fossil fuels, including a ban on the sale of new gas-powered cars by 2035 and a mandate to stop adding carbon dioxide to the atmosphere by 2045. He wants to end oil drilling in his state, a major oil producer, also by 2045. The two-term Democratic governor wants California to set an aggressive pace for the nation — and the world — as time is running out to deeply cut the carbon emissions that are dangerously heating the planet. Mr. Newsom’s bold moves on climate have elevated his national profile, just as he is widely believed to be preparing for a White House run in 2028.

DAVENPORT, Iowa (AP) — An Iowa woman who falsely claimed to have cancer and documented her “battle” on social media will stay out of prison after a judge gave her probation and a suspended sentence. As part of the 10-year suspended sentence handed down Friday, she was ordered to pay $39,000 in restitution and a $1,370 fine. Russo told the court she made her story up because she hoped her fake cancer battle would force her troubled family to focus on her. Police subpoenaed her medical records and found she had never been diagnosed with cancer at any medical facility in the area. That bothered Rhonda Miles, who runs a pancreatic cancer foundation in Nashville, Tennessee, that donated to Russo and testified at the hearing.

It’s usually an inexpensive, efficient way to transport crops, as a typical group of 15 barges lashed together carries as much cargo as about 1,000 trucks. A narrowed shipping lane also means barges from different companies must squeeze into limited space, forcing backups and delays. Months of dry and warm weather have hit the Midwest hard, damaging crops in much of the region west of the Mississippi River. In Kansas, 40% of the soybean crop was reported in poor or very poor condition, with the same conditions for 40% of the corn crop in Missouri. Gavin Newsom of California said on Sunday that he would sign a landmark climate bill that passed the state’s legislature last week requiring major companies to publicly disclose their greenhouse gas emissions, a move with national and global repercussions. Climate policy advocates have long argued that such disclosures are an essential first step in efforts to harness financial markets to rein in planet-warming pollution. For example, when investors are made aware of the climate-warming impacts of a company, they may choose to steer their money elsewhere. The law would apply to public and private businesses that make more than $1 billion annually and operate in California. But because the state is the world’s fifth-largest economy, California often sets the trend for the nation, and many of the affected businesses are global corporations.

If President Biden wins a second term, his climate policies would take aim at steel and cement plants, factories and oil refineries — heavily polluting industries that have never before had to rein in their heat-trapping greenhouse gases. New controls on industrial facilities, which his advisers have begun to map out and described in recent interviews, could combine with actions taken on power plants and vehicles during his first term to help meet the president’s goal of eliminating fossil fuel pollution by 2050, analysts said. Industrialized nations must hit that target if the world has any hope to avoid the most catastrophic impacts from climate change, according to scientists. But talking about more regulations at the start of what promises to be a bruising election cycle is perilous, strategists said. In particular, the prospect of new mandates from Washington regarding steel and cement, the bedrock materials of American construction, could sour the swing-state union workers courted by Mr. Biden.

Musk's SpaceX and Bezos' Blue Origin have been one-upping each other in a billionaire space race. A new biography of Musk says he was upset with Bezos for not receiving a reciprocal invite to tour Blue Origin's factory after Bezos toured SpaceX. After that, Bezos sent Musk an invite, and the pair shared a dinner that seemingly did not go over well. In 2020, SpaceX completed its first manned spaceflight, while Blue Origin did the same — with Jeff Bezos on board — in 2021. After the tour, Musk sent a "curt" email to Bezos about his annoyance over not having been reciprocally invited to see Blue Origin's factory, per Isaacson.

A tidal shift in corporate support for decarbonization pared with government funding for the energy transition has created a secular growth cycle that can exceed $2 trillion, according to UBS. Second-quarter earnings reports showed a "clear divergence" in whether and how companies would be helped by the approximately $600 billion in government benefits in support of the green energy transition, analyst Shneur Gershuni told clients. Following the latest corporate earnings season, Gershuni updated his list of stocks that investors can use to play the energy transition capital expenditure cycle. Here are 10 that made the most updated list, including all of his new additions: Sempra's addition came after announcements showing it was upping exposure to the energy transition, Gershuni said. Despite falling around 19% this year, the average analyst sees an upside of more than 32% ahead, according to LSEG.

The Energy Department announced on Thursday that it had made $2 billion in grants and $10 billion in loans available to auto companies to convert existing factories that build gas-powered cars and trucks into plants that produce hybrid and electric vehicles. The money, provided under the 2022 Inflation Reduction Act, is aimed at maintaining jobs in communities that have been defined by the auto industry. It comes as President Biden is seeking the endorsement of the United Auto Workers union, which has expressed concern over recent decisions by carmakers to ramp up electric vehicle manufacturing, which requires fewer workers, and to locate new factories in states without unionized labor. As part of his climate agenda, Mr. Biden is combining federal investments with an aggressive new regulatory proposal to try to ensure that two-thirds of all new cars sold in the United States are all-electric by 2032, up from about 7 percent today. Transportation is responsible for about one-third of the greenhouse gases generated by the United States, pollution that is dangerously heating the planet.
